Abstract:
Governments have the mandate to implement public policies with a view to bringing the allocation of resources under control while obtaining the best possible results in an effective and efficient way. There is a general expectation that the implementation of such policies by the public service should be carried out against qualitative criteria with the minimum amount of financial and human resources possible. Institutions entrust the implementation of their programs to subsidiary organizations, such as non-governmental organizations (NGOs). In France, there are 1 million NGOs financed at a level of 50-60% through public subsidies with an overall budget of 59 billion euros [73 billion USD], representing 3.5% of the GDP. Given the public nature of the funding of such NGOs, there is a strategic need for regional governments to become more invested in the management of networks of NGOs involved in the implementation of public policies.
