Abstract: In this paper, we propose an analysis of contemporary developments of the drinking water service through the prism of market and non-market models. Based on existing works on the history of drinking water service and through the analysis of interviews conducted with heads of services, we characterize recent developments by showing the weakening of the merchant model.
