Abstract:
This article analyses the efficiency of the EU Instrument for Pre-Accession Assistance (IPA) to the Western Balkans regarding its objectives. Since this Instrument contains the pre-established pre-accession rules and operating mechanisms, the analysis focused on the weaknesses of the current IPA. Based on both the theoretical framework of G. Myrdal on the Aid concept and on previous aid programs to transitional countries, the differences between the IPA and what could be an Integration Aid Instrument (IAI) will be presented.
