Abstract: Strategic foresight does not only apply to the companies but also within the territorial and local authorities. Indeed, the installation and the development of the territories are based in an increasing way on the constitution of spaces interdependent and depend on the capacity of the local actors to work together to cause projects. Their implementation requires a collective appropriation of the step in terms of capacity of expertise, analysis, futurology and management. Indeed, beyond the necessary political goodwill, the project control of territorial development mobilizes a certain number of techniques : shared diagnosis of the territory, organization of the step, operational control of the action plan, evaluation of the results and impact are as many elements which determine the success of the territorial project. The case of the application of the steps of territorial strategic foresight in French Guiana is atypical insofar as these methods must take into account an economic and social context particularly hard. In this territory as large as Portugal, representative 1/5e of the surface of France, characterized by its ethnic, cultural and sociological diversity, the dialogue and the appropriation of the actors to the possible futures are of an importance can be even more capital as in any other French department. The nature even of the territory, by its diversity and its extent, as well as the prevalence of a will popular but dispersed to make possible the only desirable future, makes of French Guiana a territory with share through a longitudinal study of the principal initiated steps these seven last years, this article tackles the question of the real range of the territorial strategic foresight for the economic development of this department.
