Abstract: The U.S. commercial policy is renewing with an old tradition only suspended in the post World War II period. The modern notions of « reciprocity » and « fair trade » were formerly propounded. The commercial policy institutions have been driven in that way and a Congress, which has been reinforced, compels the executive branch to take protectionist actions.
