Abstract: The function of GATT was to lay down rules for a co-operative order between countries. This task became more difficult to comply. Thus the Uruguay Round arrangement will be weakened by antidumping or countervailing measures and quantitative bilateral arrangements (even forbidden). The new World Trade Organization will not be able to work efficiently. It will not prevent the countries from discriminatory measures used by the most powerful members. The European Union will have to conduct a consistent strategy for convincing the other members to adopt a co-operative attitude which should be compatible with the respect of national sovereignties.
