Abstract: This consolidated Convention is complex and the International Labour Standards Department of the International Labour Office to organize sensitization workshops for stakeholders in West and Central Africa. The application concerns the States which have ratified the Convention. The West and Central Africa is home to regional organizations may take initiatives in this area. This raises the question of the relationship between these regional initiatives and obligations of Member States because of ratification. The first observations of the Expert Committee on the Application of Conventions and Recommendations (CEACR) ILO were published and sent to the States. They provide clarification and priority elements in the implementation of the Convention. Because of its scope, the Convention required an innovative national report form that presents some challenges and questions. It should clarify the relationship between the fundamental rights at work as forced labour, and the implementation of the Maritime Labour Convention.
