Abstract:
The "data setting of the world" has accelerated with its digitization and has led to the appearance of private actors who are able to capture the value of data. The examination of the mechanisms of value creation based on data underscores the complexity of such processes as well as the investments required to extract this value. Consequently, one may ask whether the opening of public data is by itself sufficient to transform data into a public good.
