Abstract: We study the link between the implantation process of a foreign direct investment project and this process's integration in the territory's competitive intelligence system. Based on a factual study going from 2005 and 2013, we propose a second analysis using a theoretical framework from the sociology of translation (Actor-Network Theory). Analyzing the case of a Chinese company's implantation in France, we demonstrate how local government agencies created a sense of failure for this project, which, actually led to a positive and tangible outcome for the territory.
