Abstract:
Since the public service motivation theory (Perry and Wise, 1990, numerous research works have been conducted to identify PSM dimensions in order to set up measuring scales. In this study, we aim to model the process of motivation-commitment to public service, in the light of the theory of planned behavior by Ajzen (1991) and Hoftede's cultural management (Hofstede, 1984; 1987; Hofstede and Hofstede, 2005). A study we conducted in France, South Korea and China shows that PSM as well as organizational commitment differ across régions.
