Abstract: Inter-port cooperation is nothing new and not specifically French. But numerous initiatives on the Seine axis since the late 2000s have brought it into focus. It is now driven politically. In November 2017, the Prime Minister announced his intention to take a new step in the incorporating France's Seine, Rhône-Saône and northern axes with the launch of inter-ministerial initiatives that should propel the proposals forward. Will the lever of interport cooperation within a facade or axis be enough to restore and develop the hinterland of French ports?
