Abstract: Humanitarianism is also an instrument of economic globalization and domination. It defines a consensus regarding the expansion of international trade. Globalization has crucial political and cultural effects. It is not enough to promote the free market and integration, it is also necessary to implement prevention policies. Developed countries seek to impose their own standards. The "humanitarian" policy is at least partly part of this ambition. International hegemony has become a factor of balance and internal imbalance. We must distinguish the civilian humanitarian from the military security humanitarian. NGOs remain very active in the field of post-conflict, sometimes with success, sometimes accused of interference, especially when they come from countries that are directly or indirectly involved in the conflict situation. They are also positive when they inform world public opinion about abuses and the lack of respect for human rights. Sometimes their actions are questionable, especially PONGO and BINGO, with partisan interests.
