Abstract:
This paper aims at examining the conditions in which local communities could collaborate around a apprenticeship principle. In particular, we wonder if a community which knew how to face up to an event by developing a mode of local coordination can teach afterwards its experience to a community confronted to the same event. If it was possible, this apprenticeship could of course represent a tremendous decision tool, but it could also explain a part of the public coordination's evolution. Examples of "decentralized cooperations" are proposed.
