Abstract:
Abstract : The purpose of this paper is to reexamine the Japanese aid policy over the long run and to draw some lessons in term of effectiveness for other donors. This policy brings a new perspective on aid and development, which is clearly different from that in the West. An analysis of the logic and the structure of aid management shows the potential benefit of a greater economic rationalization of aid programs and of a partnership between public and private sectors. Foreign aid is more effective when it falls under a broader program of economic cooperation , generating a dynamics of exchanges and investments.
