Abstract: Is is not correct to talk about a new global arms race, because USA has convincing and overwhelming military superiority, but Russia is a nuclear arms power. Economic problems play a greater role in the shaping of future international relations. Conversion and disarmament ensure peace only if a long-term economic development is established. Development is a condition for peace and of the end of a continual rearmament.
