Abstract: Weapon sales are less and less responding to strategic criteria and more and more to industrial and commercial considerations. On the one hand, international arms sales constitute vectors for the development of the arms industries because they normally make it possible to limit the unit cost of industrial arms production, and on the other hand, it can reinforce integration defence policies of western countries. The sector is protected by the state, but exports for economic purposes often lead to perverse effects that strengthen an adversary, see an enemy, potential.
