Abstract:
The estimation of Soviet military expenditure comes up against both information secrecy, the specific accounting system of the USSR and estimation methods (budgetary, "hardware" and CIA building-bock) based on difficult to verify hypotheses. The search for a rate of conversion of rubbles into dollars, by the channel of exchange rates, by purchasing power parities or by the channel of regression analyses provide very different results, of the order of simple to triple which continues to raise questions, in a context where the international disarmament for development procedures launched come up against the verification of the information given by the States.
