Abstract: The 5th WTO Conference in Cancun was a failure, both for the process of globalization and for developing countries. All the subjects tackled concerning investments, competition, transparency in public procurement and trade facilitation were unsuccessful, because African States considered that certain agricultural negotiations (notably concerning cotton) should be tackled as a priority, at least against the customs duties imposed on them. The 49 LDCs (Least Developed Countries) then said they would prefer no deal to a bad deal. This resulted in an end to not receiving African demands and the room for action proved to be relatively small for Africa, even if it finally revealed a new solidarity. If violent liberalism is necessary, it can also lead to severe and bloody fractures around the world.
