Abstract:
Faced with the arms race between NATO and the Warsaw Pact countries, a reduction in military spending could be negotiated between all the parties would not only serve to promote the growth of the countries concerned, but also to improve the resources of development aid. To this end, the creation of an International Disarmament Fund for Development has been proposed. However, several questions were raised concerning the share of resources allocated, the definition of military expenditure, their verification, the nature of the contributions, the specific role of the nuclear powers, the rebalancing of the military forces, the establishment of a progressive tax, etc. The resources hoped for are significant, but it is not certain that the great powers are today in a position to achieve this objective.
