Abstract: States directly or indirectly conduct geo-economic policies, as a reminder of mercantilist conceptions of the economy. Several actions may be undertaken by one or more States with a view to modifying the political, military or economic behaviour deemed hostile by another country, in particular the control of international trade, impoverishment through the effort to prepare for war, the disruption of trade, economic encirclement, the application of political violence, international punishment, domination by economic power over the autarky suffered. The economic weapon is lethal, and its effectiveness is not always proven. More often than not, this strategy leads to lost-lost results, but the attacked suffer more casualties than their attackers.
