Abstract: In the context of the globalisation process, States, the legal custodians of non-market public service, suffer from the dominant materialism, recourse to selfishness and self-interest in preference to necessary solidarity. They no longer even control information, which is nowadays monopolised by a few large private, often even non-national, groups. The result is a growing danger to the values of democracy.
