Water at the heart of technology issues

Abstract: Water, a fundamental element of life, is also a complex problem just like life itself and its access is fundamental for all living beings. The question has been analyzed from several angles, both upstream and downstream. However, a common question arises: the question of mastering techniques and know-how. The technologies related to the question of water are multiple and cover both hard technologies ie capital goods and the knowledge incorporated into them as well as soft technologies ie management techniques , organizing information storage and managing human resources. Failure to master these techniques and know-how can be a source of problems and difficulties for sustainable solutions to the water issue. The aim of this paper is to link the technological problem and the water problem in the Maghreb countries: it will show that through the water question a range of fundamental technological issues linked to the central question of integrating science and technology in development.
