Abstract:
Sport events are usually considered by the public actors as a tool for sport policy. The development of women's sport in the Parisian sports policy from 2000 to 2015 shows the reverse process: public actors capture a «local participatory impulse» to feed a sport policy through the event prism. This municipal event has an evolving nature (device, governance). It induced positive impacts (social, sport, managerial), but also the negatives (a «cannibalism effect» on the sport policy). This study examines how public policies seized a local impulse to create dynamics at the local level. The case analysis implies the need to involve the sport movement and to create coherence between actors. In the Parisian context, the synergy between actors questioned throughout the urban area, formalized by the arrival of the « Grand Paris » in 2016. Sporting events supported by the public actors, whether created or recycled from local participatory impulses, will take a strategic role in this territorial rede- finition by their unifying potential.
