Abstract: Restructuring of the defence industry has gone well in the United States, thanks to government support. On the other hand, the countries of the former USSR experienced an industrial crisis thanks to the difficult efforts of economic transition. Sectoral and regional crises were often painful and exports were not a panacea for any country taken as a whole. The restructuring of the armaments industries was not only based on the end of the cold war, because with the rise of the digital industry, armaments have diversified and imply new skills for their manufacturers. It also results in new defence and power strategies for states.
