Abstract:
This paper studies why spending in public capital at mu nicipality level is higher in rural areas than in urban areas while spatial difference in municipalities revenue is low. A shift and share analysis shows that the reasons are less related to scale economies in production of public goods or inter jurisdictional cooperation than to specific rural public finance management.
