Abstract: The disarmament process initiated after the collapse of the Soviet Union seems to be coming to an end. The United States has become the great economic and military power of the world. Since the September 2001 attacks, terrorism has become a considerable threat, requiring new weapons and strategies. Washington is developing a new arms race, particularly for all those states that do not want the United States to become the world's de facto policeman. Strategic thinking also values economic sanctions. Finally, the American arms system has revealed many factors of inertia, which imply a gradual increase in military spending, thus setting the tone for a new arms race.
