Critical issues for the implementation of a mutual fund (IST) under Article 39 of the EU regulation 1305/2013

Abstract:
The case study explains why EU Member States were not able to develop mutual funds for stabilizing farmer income (IST) under Article 39. Mains reasons are related to (1) constraints in IST design, (2) difficulties to estimate the financial requirements, private contribution and public subsidies, and (3) absence of guidelines for organizing and initiating such a fund. As a consequence of the analysis, five recommendations in terms of public policy are proposed.
