Abstract: The analytical tools of the State's economic policy are first expressed through the application of decision models based on economic objectives, with the application of econometric or simulation tools). It then proposes a desire to rationalise budgetary choices, with the PPBS (Planning, Programming, Budgeting System), the MBO (Management by Objectives) and the ZBBS (Zero-Base Budgeting System). Finally, it is a question of setting up flexible planning in the more or less long term to take into account the constraints of sustainable and durable development as well as the imperatives of solidarity with future generations.
