Abstract: The rigorous evaluation of economic policies is particularly difficult, as is the diagnosis of its development. The administrative structures evaluate their actions by the quality of the correspondence between the objectives set for them and their achievements. The questions that arise are of a different order. Would not another strategy have been more effective in terms of government objectives? Given the information available, was the decision chosen the most logical in terms of the expected results? Evaluations are often partial and one-sided, as administrations often judge themselves.
