Abstract:
The organisation of State action has been the subject of much research. It depends on a country's level of development, its strengths and weaknesses. Sometimes, state action is necessary to revive economic activity; in other cases the introduction of a little more market relations can reduce the effects of bureaucratic management. Economic and social constraints must be taken into account and sustainable growth objectives must be set. It is then a matter of determining the objectives and initiating procedures to prepare for the decision compatible with an appropriate economic policy, closely linking objectives and achievements.
