Abstract:
The State intervenes directly or indirectly in favour of industrial restructuring. The State, the main consumer of products and services from the arms industries, often compensates for lost purchase orders in the event of an economic crisis. It must take appropriate decisions not only in the short term, but also in the long term. It generally sets principles and modalities of action that will be adopted in the context of a conversion of activities in a competitive and free market economy. There are two types of conversion, those that are carried out on site and those that result from a global redistribution, particularly in favor of high civilian end military technology.
