Hajar Bennar

Post-Print from HAL

Abstract: The territory is central. Both geographic and human, it brings together a complex set of fields: public, political, economic, social, etc. To ignore this heterogeneity is ultimately to impose blinders on yourself and only look at a small part of the territorial reality. A territory that controls its stakeholders offers vigilant 360 ° governance. The choice of a "5.0" management of the territory, centered on people and criteria of sustainability : People remain central in making any decision. Whether they are decision-makers themselves or citizens, the different environments (economic, social, political, etc.) are directly impacted by humans. Through its choices and actions, it generates positive as well as negative developments. The sustainability of the territory must be understood, therefore, as the capacity to maintain human activities over the long term. Based on the principle of resilience and the UN Sustainable Development Goals, this 5.0 strategic management opens up a field of possibilities and innovations in the just governance of a territory.
