Abstract:
The idea of planning the economy was not born with the Soviet revolution. In the tsarist empire, the State was often considered as an essential actor of the economic development. Debates arose on the establishment of private or public monopolies alive to accelerate the economic growth. The war fostered the rise of a military-industrial organization, which demanded planning for the renewal of national economic policy. Debates arose over the establishment of central planning. The war communism that emerged from the civil war led initially to the reorganization of the national economy by giving the state decisive power. There were opponents, but the control of the economy by means of state planning was soon established.
