Abstract: The Commission presented five main questions concerning the defence effort of the states; they are as follows: - Conceptualisation of the budget and military expenditure, - The interest of building significant and standardised aggregates of a country's defence effort. - The statistical difficulty of developing international comparisons of significant military expenditure. - The calculation of the Soviet military budget in the light of an unplanned economy? - The interest and bias of a disarmament based on the reduction of military budgets.
