Abstract: The establishment of an International Disarmament Fund for Development is not a new idea, but the participation of the major military and economic powers in such a treaty is a prerequisite for its installation. There are three supplementary main problems. Can a reduction in military expenditure really promoter the development of poorest countries? Will international transfers of resources substantially increase the development potential of third world countries? What is the effectiveness of this International Disarmament Fund for Development?
