Abstract: This research studies the causes of the failure of a territorial management of jobs and skills in a territorialized network of organizations. Based on a multi-year longitudinal case study, we identify two root causes of this failure: excessive focus on technology and building of an emergency context by stakeholders that supports precipitated actions. Our results confirm that the conditions of success usually used to justify the success of collective projects carried by the territories are necessary but not sufficient. We recommend that managerial expertise be better taken into account to improve the viability of this type of project.
