Abstract:
Economists have paid little attention to the economic issue of disarmament. The links between military expenditure and the benefits of defence on the one hand or of disarmament for development on the other are the subject of conflicting debates concerning, in particular, the impact of the forms of disarmament, the macroeconomic and mesoeconomic consequences of their implementation, as well as the short-, medium- and long-term effects. Disarmament should not be seen as a transfer of resources to the civil economy, because without minimum security, the civil economy cannot function properly. It must be analysed in the context of a stable balance of forces and an international policy to reduce the effects of domination and predation and to control unacceptable inequalities between peoples.
