Abstract:
Economic weapons are an important basis for an oblique strategy by one state to weaken or exert strong pressure on another state. The monetary weapon constitutes an instrument of permanent strategic action (domination effect, unequal exchange, trade disruption, etc.). It can also be used as a tactical force (freezing of financial assets, refusal to repay debt, seeking to disrupt the monetary and financial system for its own benefit, war treasure, etc.). Money is an instrument of power. Its effectiveness is formidable, but its consequences are often difficult to control. This is why its use is used sparingly, often secretly so as not to panic financial institutions.
