Abstract: This study proposes a new modelisation of the cooperation issues between security actors in the context of crisis management. We hypothesize that concepts of business ecosystem and coopetition are relevant to provide an original description of the relationships between actors. Using a case study, we propose a new modelisation called decision ecosystem model.
