Abstract: Geographers and economists view territories from a more scientific and static perspective, whereas managers adapt resources and direct performance in territories with different potentials. Our intervention-based research studies two management control projects that were implemented in the same public organization. It identifies and analyzes the drivers and the obstacles involved in organizational changes aimed at establishing better coordination between the national level and the territories in the public sector.
