Abstract:
The execution of the "Joffre Plan" in the summer of 1914 was a disappointment to Millerand, the Minister of War. An event that took place in Bordeaux in September 1914 has received little notice. Certain high-level figures (senior officers, business leaders, the Minister himself) discussed and defined a new strategy, that of industrial mobilisation. The "home-front" was born. This article examines the causes of this military reassessment, the circumstances of the meeting and the role played by a few key actors, and finally assesses the early and later effects of the decisions taken.
