Abstract:
French governments have an interventionist philosophy for arms industry. They prefer domestic production versus imports, they organize a military planning for 5 years and they define some institutional steps in the procedure for contracts and cooperation (with a parliamentary control). The determination of prices includes a process of « cost plus and fixes price contracting, with a calculation of profit margin and a real will to support national military R&D. The links between Government, industry, unions and the military staff are oriented for national defence, but the relations between them are sometimes conflicting.
