Abstract:
The definition of military expenditure is not the same as that of the military budget. With regard to imports and exports, it is sometimes difficult to distinguish a military product from a civilian product, particularly in the case of arms components and dualuse products (both military and civilian). Moreover, some trade relations in the military field are subject to compensation and the costs are difficult to measure. On the basis of parliamentary budget documents, it is often difficult to know the content of military exports and imports. However, this information is undoubtedly the most reliable, even if the prices themselves are often difficult to know in the diversity of forms of contracts.
