Abstract:
The economic benefits of reducing the military effort have often been the subject of 'peace dividend' thinking. Military spending has been presented as unproductive, even unnecessary, without any reference to an important national service, which is the security of a country's people and institutions. States need to protect their wealth from predation. For the proponents of the New International Economic Order, disarmament is first and foremost conditional on the development process, hence the idea of a disarmament for development procedure. The effects of disarmament cannot be measured independently of the economic policies pursued by governments in a secure international space. There are several issues that should provide questions for policy makers. What is the choice between butter and gun? What is the security power (the strategic importance of a weapon) of a dollar spent? How much should be spent, and how much is the optimal level of military spending?
