Abstract: In the context of Disarmament for Development and the French proposal to create an International Disarmament Fund for Development, studies have been undertaken within the UN framework to determine the most reliable and representative statistical techniques for the defence effort of States. However, this question raises important statistical problems concerning the content of this expenditure, its structure, but also the reliability of the information provided by states, especially those that do not report to a parliament. There are therefore also political issues to be resolved concerning the verification of national data, but also the free expression of the content of national defence expenditure.
