Abstract: An arms transfer is both an instrument of political influence and a tool of military strategy, but also an industrial and economic activity. It is a political and strategic commercial operation controlled by the state and the international community. Its field of application is blurred by the conceptual, methodological and transparency difficulties it contains. For example, the legal definition of war materials is not universal. The sale of arms, however, implies an often high-tech production. Arms transfers are a significant economic activity. They are not subject to WTO control and the choices made by the economic and political players are bound to raise economic, strategic, military, social and societal controversies.
