Abstract:
Seeking To Study The Economic Underpinnings Of Algérie Télécom's Interconnection Policy, Undoubtedly A Cornerstone For The Success Of The Reforms Of The Algerian Telecommunications Sector, We Attempt In This Paper To Highlight The Main Features Of The Pricing Of Access To One Of The Network Elements Of This Operator, Namely, The Leased Lines Service. We First Offer A Formal Representation Of The Structure Of This Service's Pricing Scheme And Uncover The Statistical Properties Of The Variables That Represent The Three Elements Composing The Cost Of A Leased Line On Which We Have Collected Annual Data Covering The 2008-2016 Period. We Then Perform An Econometric Investigation That Necessitates Selecting The Model That Links These Three Components And Best Fits The Data. This Model Suggests That The One-time Fee For Renting A Line Is Endogenous To The Monthly Fees Although Relatively Inelastic. We Finally Point To Some Directions Of Extension Of Our Research That Allow For Developing A Critical View Of The Telecommunications Network Interconnection Policy Conducted By Algérie Télécom.
