Abstract: In France, the creation of the regional employment and training observatory takes place at the end of eighty-eight years, a period characterized by the decentralisation. The double mission of the Observatory of Burgundy, an inter-institutional network, consists in making a rereading of the functioning of the regional territory, in putting at the disposal of actors either public or private, an organized information allowing to assess the stakes concerning the developments of jobs and the professional qualifications which they require.
