Abstract: This text does not deal with issues of justice and the rule of law, but rather focuses on those related to military order and development. It discusses the all-important efforts to disarm and demobilise ex-combatants, the problems associated with reintegrating excombatants and former military cadres into civil society, the importance of reducing military expenditure, and the challenges, both operational and financial, associated with SSR (Security Sector Reform or 'reconstruction'), after first providing some existing definitions of SSR and discussing the role of international actors in SSR, most notably the International Financial Institutions (IFIs), and the limits of that role.
