Abstract: The Covid-19 pandemic has hit French regional budgets, so far rigorously managed. A comparative textual analysis of 2020 and 2021 budgetary debates shows clear changes: economic recovery policies coexist with some austerity measures. This crisis will have revealed the capacity of French regions to react.
